Judy Hoff is an ordained pastor with the Foursquare Church, founding pastor of New Creation Church, and founder and Executive Director of the Hoff Foundation. She holds a BA in Biblical Studies from Puget Sound Christian College and degrees in Chemical Dependency and Biblical Counseling.
She went from business owner to servant of the broken, and has lifted thousands of battered, broken and homeless women out of devastation and into empowerment and self-sufficiency. Women once declared hopeless have become nurses, counselors, business owners and leaders.
She opened Esther's Place in 2014 after seeing a homeless woman trying to sleep in a garbage can in downtown Everett, and named it for the biblical Esther. It began in the basement of First Presbyterian Church, moved to a house on Broadway in 2021, and now serves women from a larger space at 1 W. Casino Road in Everett.

Judy's motto has never changed: Transforming Communities One Woman at a Time. When you help one woman break the cycle of abuse, you change three generations to come. Judy and her husband Richard also pastor New Creation Church together.
